Traveler Security - How to Stay Safe While Out of Your Comfort Zone and Survive While Traveling

The enclosed recommendations are a result of my travel throughout the world on business for 20+ years. I know that many people have a lot of experience in many different countries, and may honestly laugh at all these ideas and issues presented here as stupid and alarmist. How you take it is your business... it is submitted in serious concern for the safety of all international travelers.

It was necessary for me to learn this stuff because I have lived and worked outside the US most of my life. I first traveled internationally in the 1960s and retired in 2005 to live in Argentina. I hope you can understand that the world in post 9-11 has really changed. Radicals of the right, the left and the lunatic religious extreme and NarcoTerrorists all celebrated when the twin towers went down. You should also be aware that even pre 9-11, international travel was seriously more dangerous than it was in the 1960s. Now, bad guys all over the world have become more encouraged by their perception that bad guys can get away with bad stuff... hence, have become more aggressive.

* TRY TO FAMILIARIZE YOURSELF with the area you plan to visit. There are various aggregates of news that allow one to program their search "bots" to look for keywords involving your area of interest. I use Yahoo News, DogPile News Search element and some others. I also look for the local news sources for the area in question on the web. Here are some questions you should consider when seeking information about your geographical area of interest.

* Are terrorist/organized criminal groups currently active in the area?
* Do they aggressively attack visiting foreigners? Or, is it more local-on-local crime?
* How active are they? How violent have they proven to be within the last 4 - 12 months?
* How sophisticated are they? Do they use military weapons and tactics?
* Are they predictable? Can you expect to be safer by staying out of known areas of operation?
* Will local citizens warn visiting foreigners? Do you have local contacts who can advise you?

Groups and individuals have demonstrated their willingness to employ terrorist/criminal tactics to further their agendas. While some threats have a regional focus, others have become international and affect multiple areas. Foreign visitors, military and diplomatic staff are seriously targeted in virtually every region of the world.

ALWAYS PLAY THE "WHAT IF... ?" SCENARIO GAME
Consider ways you might become a victim of a criminal/NarcoTerrorist attack. Several factors to keep in mind include:

LOCAL TRANSPORT

Taxis: Try to never travel alone in a taxi. Try to never take a taxi off the street. Try to ALWAYS have a taxi company card on you and call or have someone call the cab for you. If not, a taxicab stand is the next best solution. Even US embassy marines have to take these precautions, and we know they're in good shape... pretty tough in a fight. They are also excellent sources of good local information. Unfortunately, one of the thriving businesses in criminal/NarcoTerror Land is to pick up a rich guy (you) off the street in a taxi, and around the corner are two additional thugs with guns who escort you to a quiet place, strip the rich guy, take his luggage, etc.

If a Visa or debit card is found, they will escort you to an ATM and make you withdraw the daily limit before they strip you naked and leave you on the side of the road. Unless... if they are impressed with what they find among your effects, the thugs may decide it's worth a try to sell you to the NarcoTerrorists (drug traffickers). They may ask for US$5,000 - US$15,000, knowing the NarcoTerrorists' usual minimum demand for ransom is US$250k. Then, you may spend the next several years of your life chained to a tree in the jungle swatting mosquitoes and eating undercooked beans. If you or your taxi driver notices a suspicious vehicle or two in the vicinity, consider asking the taxi driver to take you to the nearest police station... or high traffic area.

If you must drive a car and your budget does not include an armored vehicle with "run-flat" tires preceded by a "chase" car and a following "blocker" van full of armed bodyguards, try to rent/select an 4-wheel drive vehicle with high clearance. A heavy-duty bumper is a good idea for running through barricades. If you see a police roadblock manned by only one or two officers and one (or NO) clearly official vehicle, consider running the roadblock or going around it. You may prefer to reverse out of the area quickly to a place where you can turn around and leave the area. If it is really a fake-cop scam (or, off-duty/retired cops pulling a scam), you should be OK. You may really need a heavy duty vehicle for this maneuver. If is a legitimate control point/official police roadblock and they catch you, humbly and VERY politely explain that you are sorry and will never do it again, but a friend of yours warned against false roadblocks by criminals/NarcoTerrorists. All around the world, official roadblocks usually have many, many clearly marked police vehicles and uniformed/heavily armed officers. Don't forget that NarcoTerrorists have Police uniforms and equipment, too... but, usually not too many official vehicles.

If you happen to be driving down a street and one or more people run out in front of the car in an attempt to stop you, PLEASE DO NOT HESITATE to slam down the accelerator as if you are trying to hit them. They will get out of the way.

BLEND IN TO YOUR SURROUNDINGS
* Conceal your national/business/religious affiliation and try to blend in with other tourists. USA red white and blue t-shirts, soccer/baseball logo clothing and religious jewelry are overly conspicuous in many instances.
* Observe and conform to local culture. Activities such as public displays of affection, drinking alcohol, or wearing shorts or skirts may be inappropriate.
* Do not bring undue attention to yourself. Avoid loud or boisterous behavior. Walking the streets at night in an inebriated state in very dangerous in many locations.

Narconon programs helping traumatized street children in Latin America

Life is rough when sleeping in the sewer is safer than the street

Narconon drug rehabilitation and life skills programs for street children are being delivered in several states in Mexico, Honduras, and other Latin American countries. Street children are usually understood to mean ‘homeless’ –working and sleeping on the streets, out of touch with family. But it also can mean just poor and working the streets, begging, selling whatever, but still sleeping at home.

“Selling whatever they must is the shame of it,” says Clark Carr, president of Narconon International, who has delivered training workshops to drug rehabilitation and social programs across northern and southern Mexico. “One rehab director told me,” he continues angrily, “that he had refused $5000 U.S. from a drug cartel to ‘buy 10 children’ from his center so they could ‘work them on the street.’ You think of poor children selling “chicles” gum. Now you can add selling “information” that they overhear from persons in restaurants or wherever the children beg. Or carrying drugs in their little backpacks.”

Worse, many homeless children have to sell their bodies. It makes us shudder to think what they learn to survive. “I met two charming children,” says Carr, “7 and 9 years old, who had been rescued from sleeping in the sewer…because it was safer than the street, they said. One boy still had marks on his forehead from rat bites.”

UNICEF approximates that more than 40 million children live or work the streets in Latin America, escaping from homes where the parents divorce or separate. Not so much poor families as where the parents are addicts or in jail. Or where there is physical abuse.

90% of street children are estimated by UNICEF to be addicted to inhalants, especially aromatic glues, shoe glue, paint thinner, gasoline. This can produce irreversible brain damage unless one knows how to reduce the young body’s toxic burden. Narconon of Georgia trained an orphanage in Honduras in the Narconon sauna detoxification protocol of vitamins, minerals, exercise, and repeated sweating in low-heat, dry saunas to cleanse the body. Those children who chronically had fought or run away to get glue to which they were addicted, reported the orphanage, after the sauna sessions were healthier and happier, more friendly with renewed interest in learning.

The Narconon First Step Program is now being used by dozens of centers in at least three Mexican states. It uses nutrition, too, but also teaches communication skills and how to collect one’s dispersed, distracted attention to “come more into present time” and other techniques. A significant component is a book called The Way to Happiness, a guide to common sense, ethical life choices. Volunteer teacher Paty Capaceta opened a little school for neighborhood children in Mazatlan. “Following the 21 precepts of The Way to Happiness,” she says, “the children find something good, something shining in their lives. They learn they can flourish and prosper. And they can.”

Overdose tramadol

The most dangerous effects of overdose of tramadol are pupillary constriction, vomiting, respiratory depression and convulsions. If you suspect a poisoning should immediately seek medical help.

First aid for poisoning – the maintenance of adequate pulmonary ventilation and symptomatic therapy in a specialized department. In mild cases enough gastric lavage. Application of naloxone is not critical, since does not resolve all the symptoms of poisoning and can cause convulsions. Hemodialysis is ineffective. In convulsions appropriate intravenous diazepam.

Contraindications to use tramadol

Increased sensitivity to the drug.

States, accompanied by respiratory depression or marked depression of the central nervous system (alcohol poisoning, sleeping pills, narcotic analgesics, psychotropic drugs). The simultaneous use of MAO inhibitors (and two weeks after their withdrawal). Pregnancy and Lactation (application is possible only for health reasons). Age 14 years.

Pregnancy and lactation:

In pregnancy, should avoid prolonged use of tramadol because the risk of addiction in the fetus and the emergence of withdrawal syndrome in the neonatal period.

If necessary, admission to the lactation period should take into account that tramadol in small amounts excreted in breast milk.

Authorities say Fair Lawn home was base for drug ring

Authorities say they have busted a multi-state drug ring based out of a house on Overlook Place in Fair Lawn.

Early Wednesday, more than 100 federal, state, and local authorities arrested 16 individuals in locations throughout New York and at a Fair Lawn residence in connection with a multi-state cocaine and crack ring. Seven defendants are still being sought and two of the suspects were already in custody, police said.

Between May 2009 and March 2010, authorities said a cocaine trafficking organization, referred to as "The Colon Organization," obtained large quantities of cocaine from Puerto Rico, transported them to the Fair Lawn residence, then further distributed the drugs to locations in and around Middletown, NY, as well as in the Bronx and Queens.

Some of the powder cocaine was cooked into crack and further distributed in Middletown, NY, according to authorities.

The group is named for two of the seven primary members, identified in the indictment as Mark Colon, 36, of Fair Lawn; Angel Colon, 34, of Mount Hope, NY; Gabriel Boria, 25, of Middletown, NY; Benny Rosario, 34, of Middletown, NY; Santos Crespo-Ayuso, 24, of Middletown, NY; Eduardo Silva, 27, of Middletown, NY, and Maudo Francisco Guiti-Lopez, 24, of the Bronx.

Authorities allege that Mark Colon oversaw the Colon Organization’s efforts in obtaining supplies of cocaine from Puerto Rico, transporting the cocaine and collecting the proceeds of cocaine and crack distribution.

Individuals also charged in the indictment are Jonathan Asca-Torres, 23, of Bronx, NY; Herman Burton, 26, of Middletown, NY; Donald Cannon, 36, of Middletown, NY; Jorge Centeno, 32, Queens, NY; Jose De La Cruz, 34, of Middletown, New York; Daamu Diggs, 36, of Middletown, New York; Gualberto Fines, 32, of Bronx, NY; Angel Gonzalez, 29, of Middletown, NY; Otis Jones, 29, of Newburgh, NY; Damian Lewis, 33, of Middletown, NY; Thomas Carter Love, 25, of Middletown, NY; Thelonious Monk, 38, of Middletown, NY; Carlos Rivera, 27, of Middletown, NY; Lionel Vega, 27, of Middletown NY, Puryear Venable, 26, of Middletown, NY; Charles Warner, 24, of Middletown, NY; Kevin Washington, 38, of Port Jervis, NY, and James Williams, 31, of Middletown, NY.

Each individual was charged with conspiring to distribute 5 kilograms and more of powder cocaine and 50 grams and more of crack cocaine.

Colon, Guiti-Lopez, Fines, and Asca-Torres were also charged with possession with intent to distribute 500 grams and more of cocaine. They each face between 5 years and a maximum sentence of 40 years if convicted.

U.S. Attorney spokesman Herbert Hadad said the defendants entered not guilty pleas at their arraignment in U.S. District Court in White Plains, NY, on March 24. Each individual faces between 10 years and a maximum of life in prison if convicted.

The Drug Enforcement Administration, as well as Bergen County and Fair Lawn police participated in the raid on Overlook Place. Hadad said he was unsure if Colon owned the Fair Lawn residence.

Preet Bharara, the United States Attorney for the Southern District of New York, praised law enforcement efforts on Wednesday.

"Targeting the principal members of criminal organizations that spread dangerous drugs throughout our streets and neighborhoods is critically important to keeping our communities safe," Bharara said. "Today’s takedown of 25 members of a cocaine trafficking organization in Middletown is the latest testament to our commitment, with our local, state and federal law enforcement partners, to confront drug trafficking on our the streets of our cities, suburbs and rural areas.
